No one should be "baffled". Israel does not want the Gaza Palestinians to starve, but they do want them to leave and not come back. They want to be sure there is no economic production in the strip, and they don't want anything imported that can be used for improvised weapons. As I recall, the Palestinians have turned tin cans into bodies for improvised rockets.
And the frozen meat is a simple one. Frozen meat will keep for several days without refrigeration. Fresh meat will not. Refrigeration requires electricity, and Israel has no intention of turning the juice back on.
