Rear Admiral Donegan is a very funny man, expecting the Chinese to declare their intentions and whatnot. After that outburst, I'd look for the Chinese Navy to comport itself in such a way that it causes the U.S. Navy to get really bent out of shape without actually doing anything that could remotely justify an armed reaction.
