I thought this 'red herring' was long since in the bottle.
Maybe the Russians should counter this idiocy by giving the Cubans some missiles 'tipped with conventional warheads'. Or ask the nice Americans to IFF the nuclear-tipped jobs distinctly from those containing only explosives and biologicals.
The Russkies shouldn't be allowed to fire back nukes if we were only bombarding them with limited effect weapons. Fair is fair eh?
