ANKARA, March 4 (Reuters) - Turkish Foreign Minister Ali Babacan signalled on Wednesday Turkey would allow the U.S. military to use its bases and ports to withdraw troops from Iraq after U.S. President Barack Obama pledged a 2010 drawdown.
